Kwinana Bulk Terminal redevelopment

Kwinana Port is located within the Western Trade Coast and is operated by Fremantle Ports. It includes Kwinana Bulk Jetty and Kwinana Bulk Terminal, both of which play an essential role in supporting economic diversification and decarbonisation initiatives in Kwinana. 

KBT is nearing the end of its operational life and is expected to reach capacity and functional limits by around 2032, creating increasing pressure on bulk trade operations at Kwinana Port.

Replacing KBT is essential to maintain reliable bulk trade, manage congestion and protect WA’s construction and infrastructure pipeline. Without timely action, there is a material risk to the supply of cement, fuels and other critical commodities that underpin housing, health, defence and major infrastructure delivery.

KBT is a key part of the Western Trade Coast, supporting bulk imports and exports across the State’s largest industrial precinct.  KBT imports all of WA’s clinker, a critical input into cement manufacturing and construction delivery across the State. 

KBJ has facilitated the trade of critical dry and liquid bulk products used in key WA industries including agriculture, mining, transport, manufacturing, and emerging critical minerals and energy sectors. These include dry and liquid fertilisers, bitumen, sulphuric acid, caustic soda, sulphur and fuel. 

The State Government has committed $22.5 million to support early planning, design and approvals for landside infrastructure associated with replacing KBT. This work will inform future investment decisions while ensuring trade continuity remains protected.

No. The preferred footprint for the future Westport container terminal overlaps the existing KBT site. The proposed solution involves relocating and redeveloping KBT further south. This approach ensures continued bulk trade capacity while enabling delivery of the Westport project and supporting forecast trade growth.

Yes. At this stage of the design process, all funding options are being considered.

Yes. KBT is being relocated to make way for the future Westport container terminal. Westport is responsible for delivering the new container port and marine infrastructure for KBT.

Fremantle Ports is responsible for planning and delivering the landside terminal infrastructure, including all materials handling equipment and ship loading and unloading assets required to replace the Kwinana Bulk Terminal, subject to approvals and sequencing.

Both organisations are working in a coordinated and integrated way to ensure alignment in design, timing and delivery.

The redevelopment will create both direct and indirect employment and training opportunities. It will also support local businesses and strengthen the broader economy by increasing demand for goods and services across the supply chain. KBT is a critical link in State, national and Commonwealth bulk supply chains, and as WA’s only import facility for clinker, it ensures the ongoing supply of materials needed to build essential infrastructure such as schools, hospitals, homes and roads.

Fremantle Ports is committed to minimising the impact to the long-term health of Cockburn Sound.

All proposed infrastructure is undergoing environmental review and will be referred to State and Federal regulators for environmental assessment to ensure potential impacts are thoroughly understood and minimised. Environmental considerations are being integrated early to inform design and minimise construction impacts - including dust and noise management.

Fremantle Ports is committed to working closely with Noongar peoples in line with the Innovate Reconciliation Action Plan. Heritage considerations are being incorporated at the earliest stages to guide design development, reduce construction impacts, and ensure appropriate engagement and referrals to regulators.
