Kwinana Bulk Terminal redevelopment
Kwinana Bulk Terminal supports bulk imports and exports across the State’s largest industrial precinct and imports all of WA’s clinker - a critical input into cement manufacturing and construction delivery across the State. Fremantle Ports' proposed redevelopment is a significant and transformative major project.
Fremantle Ports operates Kwinana Port, which includes the Kwinana Bulk Jetty (KBJ) and the Kwinana Bulk Terminal (KBT).
- KBJ supports vessels carrying dry and liquid bulk cargoes, including fuel, fertiliser and bitumen.
KBT supports the construction and mining industries through the supply of slag, gypsum and clinker (cement) and is the sole import location for clinker in Western Australia. KBT is approaching the end of its operational life and will need to be relocated to accommodate the footprint of the future Westport Container Terminal.
Looking ahead, Fremantle Ports is working closely with customers and stakeholders to develop a coordinated solution for Kwinana Port that accommodates both bulk imports and exports, eases capacity constraints and enables future growth for the broader region. Subject to a financial investment decision, the redeveloped KBT must be completed by 2032 to maintain capacity.
Fremantle Ports is working with Westport on the delivery of the KBT redevelopment. Westport is responsible for delivering the new container port and marine infrastructure. Fremantle Ports is responsible for planning and delivering the landside terminal infrastructure, subject to approvals and sequencing.
In December 2025, Fremantle Ports received $22.5 million from the State Government to support landside infrastructure planning and design work for the proposed redevelopment. This project definition planning phase will cover:
- detailed engineering design
- further stakeholder engagement
- approvals including environment, heritage, operational and construction
At the conclusion of this phase, Fremantle Ports will present a recommendation to government to support a financial investment decision for the redevelopment of KBT.
